This is a clip from the Japanese TV show Karakuri Terebi (TV), everyone thinks the baby’s movements and facial expression look like he’s doing a Bruce Lee impression.

UPDATE
Rehosted this video here because Tokyo Broadcasting had youtube take it down when it was hosted there. Fairly draconian for a 16 second video which was originally from a non-japanese television program which the Japanese show then used the footage from.
